Overview

The most impactful health innovations don’t happen in silos. They’re built at the intersection of research, clinical practice, investment, and industry — increasingly through public-private partnerships (PPPs). But co-building a truly functional innovation ecosystem takes more than pilot programs and one-off MOUs. It requires long-term alignment of incentives, shared infrastructure, and a willingness to navigate difficult questions around data, IP, governance, and outcomes.

Dr Jasmine ONG Chiat Ling, Principal Clinical Pharmacist, Singapore General Hospital
Dr Jasmine ONG Chiat Ling

Dr. Jasmine Ong is a critical care pharmacist at Singapore General Hospital (SGH) and a leading figure in AI and health technology innovation. Holding a PharmD from NUS and board certification in critical care pharmacy, her research spans pharmacokinetics/pharmacodynamics in critically ill patients, alongside AI. She spearheads AI innovation for SGH Pharmacy, serves on the SingHealth AI Office EXCO, and is an adjunct faculty at Duke-NUS Medical School. A strong advocate for clinical innovation, Dr. Ong is the first pharmacist in Singapore to receive the NMRC Clinician Innovator Award and the AI Singapore Technology Challenge as lead medical PI. Her accolades include the SingHealth Young Discoverer Award and the recent US–ASEAN Fulbright Visiting Scholarship.

Dr CHEONG Wei Yang, Vice Provost (Strategic Research Partnerships), Singapore Management University
Dr CHEONG Wei Yang

Dr. Cheong Wei Yang is currently Vice Provost (Strategic Research Partnerships) at SMU, driving multi-disciplinary collaborations to elevate SMU's global research standing. Previously, as Deputy Secretary (Technology) at MOH, he spearheaded technology deployment against COVID-19 and designed health research, innovation, and digital ecosystems to advance Singapore's "3 Beyonds" in healthcare. As Deputy CEO of NRF, he implemented and developed national R&D plans (RIE 2020 and 2025), overseeing S$44 billion in research funding. His extensive public service career includes leadership roles at MOE, MTI, and MOF, where he shaped educational policies, economic strategies, and long-term fiscal planning. He has also served on numerous prestigious boards, including URA, ISEAS, and various research and development initiatives. A Rhodes and PSC Scholar, Dr. Cheong holds a DPhil/MPhil in Economics from Oxford University and dual S.B. degrees in Chemical Engineering and Economics from MIT.

Assoc. Prof. Goh Su-yen is a Senior Consultant with SGH's Department of Endocrinology. She is the Group Director for Innovation & Transformation at SingHealth and also Clinical Director with the Future Health System department of Singapore General Hospital

Ms Evelyn PANG , General Manager, Moderna
Ms Evelyn PANG

Evelyn Pang is the Singapore-based General Manager of Moderna, a company renowned for its mRNA technology and impactful COVID-19 vaccine. Her career began at Singapore General Hospital as a clinical pharmacist before she moved into the pharmaceutical industry, gaining experience in healthcare marketing and commercial leadership roles with P&L responsibilities. Prior to leading Moderna Singapore, she held positions that allowed her to develop a deep understanding of market dynamics and strategic business operations within the pharmaceutical sector. In her current role, Pang oversees Moderna's operations in Singapore, focusing on bringing innovative medicines to the market, conducting local clinical trials, and contributing to regional public health initiatives, including pandemic preparedness. She received her Bachelors of Science (Pharmacy) from the National University of Singapore

Mr Colin Tan, Investor Director, Coronet Ventures
Mr Colin Tan

Colin Tan is the investment director of Coronet Ventures. He has worked in healthcare startups in the US and Singapore, focusing on fund raising, medical device project management, operations, product design and development. His experience includes taking projects through conceptualization, verification, clinical trials, regulatory approvals, manufacturing and commercialization. Colin has managed and worked on a diverse range of projects from tissue engineering of vascular substitutes to ocular implants, glucose monitoring, endoscopy, orthopedic, and cardiovascular products. He completed his Master’s in Bioengineering from Stanford University and Bachelor’s in Biomedical Engineering from Northwestern University.
